1. General Provisions

1. The Regulation on the Training Center of the Ministry of Finance of the Kyrgyz Republic (hereinafter referred to as the Training Center) is developed in accordance with regulatory legal acts and defines the legal and organizational bases for the activities of the Training Center, its powers, tasks, functions, relationships with other subdivisions of the Ministry of Finance of the Kyrgyz Republic - Ministry).

2. The training center is guided by the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "On Education", as well as other laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, decrees and orders of the Government of the Kyrgyz Republic, decisions of the Ministry, this Regulation and other regulatory legal acts. acts of the Kyrgyz Republic.

3. The training center is the subordinate unit of the Ministry and carries out its activities under the overall supervision of the minister supervising the deputy minister, and also under the direct supervision of the director of the Training Center.

4.The training center is an independent legal entity, it has a seal with the image of the State Emblem of the Kyrgyz Republic and its name in the state and official languages.

5. The training center cooperates with the state bodies of the Kyrgyz Republic, local state administrations of the Kyrgyz Republic and local self-government bodies, public associations, citizens and legal entities, as well as structural subdivisions and territorial bodies of the Ministry.

6. The training center in relation to the property assigned to it shall exercise the right of possession, use and disposal within the limits established by law.


2. The purpose and objectives of the Training Center

7. The purpose of the Training Center is to increase the level of knowledge of the employees of the Ministry's system, public sector employees and local governments.

8. The main tasks of the Training Center are the training and retraining of employees of the Ministry's system, public sector employees and local governments on effective public finance management, international financial reporting standards and internal audit in the public sector, public procurement procedures for goods, works, services and consulting services, automation of accounting and reporting in the treasury system and other areas.


3. The main functions of the Training Center

9. In order to implement these tasks, the Training Center performs the following functions:

  • training and professional development of employees of the Ministry's system, public sector employees and local government bodies;
  • the development of textbooks, reference books, posters, brochures, including the International Public Sector Accounting Standards (hereinafter referred to as IPSAS), public procurement;
  • creation of an effective training system;
  • introduction of innovative technologies into the educational process;
  • carrying out of seminars-meetings, trainings, conferences;
  • carrying out explanatory and advisory work;
  • direct relations with foreign and international institutions, enterprises and individuals on the issues of educational, scientific and industrial and commercial activities, the upgrading of the skills of scientific and pedagogical personnel on the basis of relevant bilateral treaties;
  • performance of other functions necessary to implement the tasks assigned to the Training Center.

4. Organization of the Training Center

10. Training is carried out according to curricula and programs drawn up jointly with the structural subdivisions of the Ministry.

Languages of instruction: Kyrgyz, Russian, depending on the requests of the listeners and the possibilities of the Training Center.

The length of the training is determined by the curricula.

The training center for the implementation of the educational process is entitled to recruit specialists from the Ministry and other ministries and departments.

11. Students who have been trained and retrained at the Training Center receive a certificate of the established standard.

12. The management of the Training Center is exercised by a director appointed and dismissed by the Prime Minister of the Kyrgyz Republic on the proposal of the Minister of Finance of the Kyrgyz Republic.

13. The Director organizes the educational-methodical, production work of the Training Center and bears personal responsibility for achieving the tasks assigned to the Training Center.

14. The Director of the Training Center shall have the right:

  • make proposals to the leadership of the Ministry for the improvement of the educational process, educational and methodological work and material and technical base;
  • act on behalf of the Center without a power of attorney, represent his interests;
  • conclude contracts on behalf of the Center with legal entities and individuals, issue power of attorney;
  • within the limits of its competence, issue orders, orders, give instructions and instructions binding for all employees of the Training Center;
  • to correspond with relevant organizations and institutions on issues related to the work of the Training Center;
  • change the terms of payment for training auxiliary and administrative personnel with observance of the legislation and within the established wage fund;
  • to send in accordance with the established procedure their employees on official business trips;
  • to carry out in the order established by the legislation, the movement of the staff of the Training Center, to provide material assistance, to take measures of encouragement and disciplinary punishment.

15. Financing of the Training Center's activities is carried out in accordance with the established procedure due to::

  • funds coming in the form of tuition fees;
  • appropriations from the state budget;
  • funds received for the implementation of contracts for the training and retraining of specialists of enterprises, institutions, organizations and individuals;
  • funds transferred free of charge by organizations, enterprises, institutions, individuals, including foreign countries;
  • own funds from research, publishing, production and commercial activities;
  • other sources permitted by law.

16. The remuneration of teachers is determined in accordance with the established procedure in accordance with the volume of the academic load.

17. The reorganization and termination of activities of the Training Center shall be carried out in accordance with the legislation of the Kyrgyz Republic.

18. Upon termination of the activity of the Training Center, documents arising in the course of its activities are stored and used in accordance with the Law of the Kyrgyz Republic "On the National Archival Fund of the Kyrgyz Republic.
